The Project Development Objective is to support youth employment in the digital and animation industries in Jamaica. The following activities will be financed:
The Project has five (5) primary components:

  • Providing training in animation, software coding and online work as a means of providing youth with the skills and capacities to enhance employability, innovation and entrepreneurship; .
  • The establishment of a technology hub, called Start Up Jamaica, geared towards accelerating start-up companies with business models focused on mobile applications, animation and scientific inventions.
  • Increasing the volume of Jamaican private sector investment in youth start-up companies by creating a viable ecosystem which supports among other things, angel investment, crowdsourcing and royalty based funding.
  • Promoting the development of science, technology and innovation through research grants and policy development.

Project Beneficiaries and Collaboration

It is estimated that the Project will directly and indirectly benefit approximately fifteen thousand youth in rural and urban areas with the main target group being youth between the ages of 15-30 years.

The Project is also designed to ensure its activities will involve close collaboration with institutions working with youth in low-income communities and vulnerable target groups such as youth with disabilities and will provide need-based scholarship funding to facilitate the participation of the “bottom 40%” of the youth population in the training programs.

It will also have a specific gender dimension, providing opportunities proportionately for youth of both genders. This is especially important as it relates to male youth who account for lower attendance at educational institutions and participation in the labour market than their female counterparts.

The activities related to the animation portion of the project, in particular, will use existing training facilities available at select tertiary, technical/vocational and secondary institutions; while activities related to the online work opportunities will be carried out island-wide using the Community Access Points established via the Universal Service Fund, as well as, HEART Trust/NTA centers.

The Project will also forge strong partnerships with key Ministries, such as, the Ministry of Industry, Investment and Commerce; the Ministry of Education; the Ministry of Youth and Culture (MYC); and the Ministry of Local Government and Community Development (MLGCD). With specific reference to the MYC and MLGCD, the Project will collaborate with critical institutions such as the National Centre for Youth Development, the National Youth Service, the YUTE program and the Social Development Commission, to ensure that the Project reaches a broad spectrum of youth.

The project will also be instituted with other key public and private sector partners, including, the Development Bank of Jamaica; Jamaica National Building Society Foundation; Cable and Wireless (Jamaica) Limited and Oasis 500.



The Creative Industries Education and Employment Programme (CIEEP) is a programme of the Youth Employment in the Digital and Animation Industry (YEDAI) Project being implemented by the Ministry of Science, Energy and Technology (MSET), in collaboration with CA Foundation, World Bank Korean Trust Fund, Cornerstone Ministries and JAMPRO.

The programme will provide training in specialized areas of the Hollywood production pipeline for full length feature films. By participating in this training programme, Jamaican animators will become a part of the cadre of the Latin American and Caribbean Creative Industries workforce for movie making.

Phase 1 (Training) of the CIEEP comprises 5 modules, each specializing in a different area of the production pipeline for full 3D animation feature films. The training will be executed over a ten-month period. Upon completion of each module, trainees who have acquired the required competencies will be selected for employment during the production of a number of feature films.

Phase 1 of the programme will be implemented by the Ministry Of Science, Energy and Technology in collaboration with the World Bank, and CA Foundation.

COURSE NAME – 3D Character Animation: September 29 - November 24, 2017

DESCRIPTION: In this course you will see the necessary processes for the model, application of paintings, rigging of cameras, objects used in the animation of 3D characters.

ACCOMMODATION will be provided for out of town participants (persons living outside of Kingston, St. Andrew and St Catherine).

DURATION: 160 hours of training (8 weeks, 5 days a week, 4 hrs per day).

DEADLINE: Applications close on midnight of August 25, 2017.

For two months you will train intensively with some of the best in the business, being given oversight by some of the talent that worked on feature films with huge CG requirements such as: Armageddon, The Fast and the Furious: Tokyo Drift; The Chronicles of Narnia: The Lion, The Witch and the Wardrobe. All with the goal of refining your skill level to feature-film standards while exposing you to Hollywood work pipelines.

The following courses are being strategically offered in Jamaica

    • Course description:
    • The course design and 3D modeling environments aims to train specialists holistically with extensive knowledge of advanced digital environments and tools in 3D space, allowing them to belong to a future productive chain of animated feature films. The student will be able to obtain the necessary technological skills to implement specialized projects in animated features.
    • Student Participant Profile:
    • The aspiring student participant should be a person with a strong interest in the areas of Design, Sculpture, Environments, Visual Arts, the creating of digital spaces, 3D Design and Production environments.
    • In this course we will learn the techniques used to model characters, create the skeletal system, controls and the link with geometry to generate the structure of animation. The student will learn about the concepts needed to create a good character using software for 3D modeling, reaching the necessary knowledge to model a character, and then implement a rig to be part of a production.
    • Student Participant Profile:
    • The applicant to this course must be a person with interests in sculpture, anatomy, shape and movement of characters. The applicant must be interested in Digital Arts and want to expand their knowledge.
    • In this course you will learn to create the effects that accompany the animated feature films through particle simulations and other methods to create fluid and other items to incorporate into 3D environments and characters, such as clouds, fire, smoke, wind.
    • Student Participant Profile:
    • Students with basic knowledge of digital simulation and organic effects such as water, fire, air, and hair among others.
    • The course Animation and Rigging specialized in face explores how anatomy, expression and emotion are intertwined, and how the animator can simulate emotion in the face of a character. It will address all the details: gestures that convey emotions, the thinking character, micro expressions, eye movements and voice synchronization, among others.
    • Student Participant Profile:
    • The applicant to this course should be a person with interests in entertainment, communication through expression and communication through gestures.
    • The purpose of this course is to learn a set of techniques and methods that can generate 3D animation quality animations for characters. It aims for the creation of a character to act convincingly and then be used in a production of an animated featured film.
    • Student Participant Profile:
    • People with basic knowledge of digital animation programs, Animation lovers, 3D, models and video games. Also, interested in graphics, illustrators or anyone interested in learning how to animate a character itself. Students interested in giving life to objects and interested in becoming characters' designers.
